The Lassen Economic Development Corporation participates in the Low Income Home Energy Assistance Program (LiHEAP), provides assistance to eligible households that are struggling to pay their electrical bills. Individuals must apply for the program and provide all the required documentation. 

Basic documents required:

• Birth Certificate of applicant
• Current Electric Bill
• Propane or Fuel oil bill (if applicable)
• Proof of income for all members of the household (age of 18 & older) for the most current ONE month period. 

Please note that a numeral value is given to each application which is based on the amount of "points" that each application receives depending on particular circumstances. These points determine the priority position on the wait list. If several applicants have the same amount of points, then the priority order on the wait list goes by the date and time when application was received.

• The lower the income, the higher the priority points
• The higher the Energy Burden, the higher the priority points

Extra points are given for:

• Elderly (age 60-79)
• Families with children age 5 and under
• Disabled
• Frail Elderly (age 80 years and over)
• Medical Necessity
• Working

The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year. To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.

You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

*Alaska and Hawaii have different rates for HUD federal poverty guidelines.
These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
