    LIHEAP assists low-income households that pay a high portion of their income to meet their energy needs, and provides one-time financial assistance to help balance an eligible household's utility bill.

    Eligibility:
    Varies, depending on sources of income and other factors.

    Hours of Operation:
    Monday through Friday: 8:00 am to 5:00 pm


    HEAP provides one payment per year to utility companies for low-income persons. Customers may apply for the assistance through CVOC who will complete the application, determine customer eligibility and the amount of payment to be made to the utility company based on the guidelines provided by the State. The applications are submitted to the State who makes payments to the utility companies. Payments are credited to the customer’s utility account. To be eligible for HEAP Customer’s income must be at or below 130% of the Poverty Level as published each year in the Federal Register. Customers must reside in Stanislaus County and must be documented residents. Please call 209-338-0004 to schedule an appointment, or we can contact you.

    Requirements:
    Documents required to apply for energy services include current income documents for your household and the most recent utility bill. Additional documentation may be required during the application process. Please contact the service provider for more information.



    The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year. To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.

    You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

    *Alaska and Hawaii have different rates for HUD federal poverty guidelines.
    These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.

      I have never taken advantage of any program, other than receiving a refrigerator, some light bulbs, and a couple other things from a program in the past. I was told about this program and thought it was just too good to be true and left the phone number under my computer for a month or two. I was waxing my table one day and came across the number and decided to call. The BEST action I have taken in a long time. From the start of the process until now, these folks are wonderful and kind and respectful!! I was so impressed with the gals in the office, their interest in making sure all the paperwork was ready to go so there would be on hicups!! The contractos and their ppl have been so, so kind and have respected my home and my property!! I was VERY inpressed with Luis and his crew, Victor and his son, from Cal-Ram.....nicer guys I would have to go far to meet!! My grateful thanks to them and this program for everything they are doing for folks in Stanislaus County!!!
