Valid Indiana-issued photo ID -- Social Security cards for all in the household -- Most recent utility bills -- Renters: Copy of signed landlord affidavit -- Homeowners: Copy of signed housing affidavit and proof of home ownership (most recent property tax bill preferred) -- Proof of household income for the last 3 months (prior to current month): Include paystubs, TANF, SSI, pension, unemployment benefits, wages, etc. -- Persons with NO income (or whose only income is child support) must provide wage printout (from WorkOne)
Eligibility Guidelines
Households with 1-8 members with an income at or below 60% of the area median income -- Households with 9 or more members: Income at or below 150% of Federal Poverty Level -- Applying for utility/fuel or water billed at current residence (includes utilities in the name of a household member, nonhousehold member, or households with utilities included in the rent as indicated on the lease) -- With an active heating or water utility account (For inactive accounts, disconnected for more than 12 months, clients should contact the utility company for verification of the account number and amount that must be paid to make it active again.)
The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year.
To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.
You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
