The assistance is granted once a year and is based on the applicant's annual family income before tax. However, the tax refund is not considered to be an income and therefore does not play any role in applying for an LIHEAP. LIHEAP cheques are issued directly to the energy supplier and are not given to the applicant. In addition, no checks can be issued until NGCA, Inc. receives LIHEAP funds from the State. Assistance is offered on a "first come, first served" basis, as long as the funds are sustained.
Application requirements:
You must bring the latest heating bill, the latest electricity bill, proof of household income, proof of a valid social security number, driver's license or a valid I.D. photo and/or documentation proving your status as a foreigner to NGAC, Inc. County. Community Service Center.
The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year.
To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.
You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.

This is the testimony of a family I assisted to apply for LIHEAP: I was told to come down even though I am homebound. I met all the criteria. I went through the process with a wonderful and kind woman over the phone. But when I got there was questioned like I was a no-good crackhead and told there is no funding. Also, the workers were so rude and belittling. I was treated like a burden for being there. They said that not being 65 disqualified me but I explained I was disabled homebound on SSI, but they were stuck on my age. I already felt awful for even having to ask for assistance. Then I received a letter stating my disconnect notice is not close enough to disconnect which is at the end of February, but they are not accepting new applications till March. Call this number and listen to the message. So, another words I am nothing and mean nothing.
