Low Income Home Energy Assistance Program (LiHEAP) - For homeowners or renters who have high heating bills relation to their income.
LIHEAP benefits families by making an additional payment on their behalf directly to the fuel supplier, whether it is oil, electricity, coal, gas or wood.
LIHEAP does not offer funds to heat the house throughout the winter.
The program also offers assistance with utility expenses, such as electricity and water bills.
Weatherization
Must be a certified LIHEAP eligible family to qualify.
The Weatherization program offers a home energy audit, thermal insulation of attics and walls, as well as other energy-saving measures that reduce the cost of heating the house.
Priority is given to families with elderly or disabled members and families with children under 24 months.
CHIP
Central Heating Improvement Program (CHIP) - This program offers grant funds for the repair or replacement of malfunctioning heating systems.
Priority is given to homes without heat during the winter heating season.
To qualify, a person must first apply for LIHEAP fuel assistance and be certified as eligible income.
CHIP funds can also be used to repair or replace fuel oil storage tanks and chimney liners.
The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year.
To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.
You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
