LIHEAP – Snohomish County Human Services Energy Assistance Program. Our offices are closed due to COVID-19. Beginning Thursday, June 17, 2021: All Energy Assistance Programs will be open. This includes the L.I.H.E.A.P., PSE HELP and CNG WEAF Programs. Help will be available for those with PUD bills as well as all other types of heating, PSE and CNG natural gas, propane, wood and oil. When speaking with a representative, please be prepared to provide your PUD and PSE account number and household information. We are offering $100 to $1000 to help with your bill as well as providing COVID grants to eligible applicants. To make an appointment or speak with a program representative, we will be available Monday thru Thursday between the hours of 9:30 AM to Noon and 1:00 PM to 3:30 PM. Starting 7/1/2021 you may apply online, 24/7 for the Energy Assistance program. If you have no heat, we will contact you as soon as possible. If you have received a DISCONNECT NOTICE, please contact your heating provider to discuss any concerns. New Applicants:
Beginning May 3, 2021, the Energy Assistance Program will only accept applications from applicants who have PSE, Cascade Natural Gas, and those with no heat. Please call (425) 388-3880 to leave a message for determining your eligibility. The phone line is available Monday thru Friday between the hours of 9:00 am and 4:00 pm, except for County holidays.
The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year.
To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.
You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
