The LIHEAP program is locally advertised mid September, with call-ins being accepted beginning of October. To be scheduled for a telephone interview email us at EAP@yvfwc.org. Include your name, address and telephone number and the time you can be reached. LIHEAP funds also serve clients with utility disconnect notices and complete shut offs on a limited basis each month, October 1, through March 15. Application mail-outs are done for qualified senior citizens and disabled applicants to accommodate transportation limitations. LIBA (Low Income Bill Assistance) program is funded by Pacific Power and assists PP&L clients with a rate reduction in their utility bill during the winter months (November-April). LIBA is advertised periodically with call-ins being accepted year-round. We can serve a maximum of 1,935 clients each program year.

Northwest Community Action’s goal is to keep you and your family warm, safe, and stable. You shouldn’t have to choose between heat and other necessities. We can help low-income families who need help paying their utility bills, low-income families whose utility service has been cut off or received notice that they will be disconnected, and low-income people who own their homes but need emergency help replacing or repairing their heat. If you can’t get every room up to 65 degrees, we might be able to help. The higher your bill, the more help you could get.
The Low Income Home Energy Assistance program is called LIHEAP. They assist low income people and families with their heating and cooling bills. This program is therefore, a year long program that is available 12 months a year.
To qualify for the LIHEAP assistance, you need to qualify. We provide the current Federal Poverty Rates nationwide below.
You are automatically qualified for LIHEAP assistance if you participate in the SNAP food stamps program, TANF Temporary Assistance for Needy Families, or the SSI program through Social Security.

These numbers above represent 100% of the Federal Poverty Rate. In order to get legal aid from some offices, they use a sliding fee scale. When they use a sliding fee scale, the 100% rate can be different than 100%. In those cases, using for example a 200% federal poverty level, you will only need double the 100% number listed above to 200%.
